Xi Jinping delivers report to CPC congress, stressing socialism

BEIJING - Xi Jinping on Wednesday started delivering a report to the 19th National Congress of the Communist Party of China (CPC) on behalf of the 18th Central Committee of the CPC.

Xi says China to basically realize socialist modernization by 2035

Xi Jinping said Wednesday that the Communist Party of China (CPC) will lead the country to basically realize socialist modernization by 2035.

Xi made the remarks in a report to the 19th CPC National Congress in the Great Hall of the People in central Beijing.

This is the first stage of a two-stage development plan that the CPC drew up for the period from 2020 to the middle of the 21st century.

Xi called the plan the CPC's "strategic vision for developing socialism with Chinese characteristics in the new era."

The period between now and 2020 will be decisive in finishing the building of a moderately prosperous society in all respects, Xi said.

Building on this, China will see the basic realization of socialist modernization by 2035 after 15 years of hard work, he told more than 2,300 delegates. 

Xi pledges "sweeping victory" in anti-corruption

The Communist Party of China (CPC) will secure a "sweeping victory" in its fight against corruption, Xi Jinping said Wednesday at the opening of the 19th CPC National Congress.

Calling corruption "the greatest threat" the Party faces, Xi said the fight against corruption never ends and currently remains grave and complex.

"We must remain as firm as a rock in our resolve to build on the overwhelming momentum and secure a sweeping victory," he said. 

Xi says CPC to develop China into "great modern socialist country" by mid-21st century

Xi Jinping said Wednesday that the Communist Party of China (CPC) will develop China into a "great modern socialist country" by the middle of the 21st century.

Xi made the remarks in a report to the 19th CPC National Congress in the Great Hall of the People in central Beijing.

This is the second stage of a two-stage development plan the CPC drew up for the period from 2020 to the middle of the 21st century.

Xi called the plan the CPC's "strategic vision for developing socialism with Chinese characteristics in the new era."

In the first stage from 2020 to 2035, the CPC will build on the foundation created by the moderately prosperous society with a further 15 years of hard work to see that socialist modernization is basically realized, according to the plan.

In the second stage from 2035 to the middle of the 21st century, the CPC will, building on having basically achieved modernization, work hard for a further 15 years and develop China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful, according to the plan.

By the middle of the 21st century, the following goals will have been met:
     -- New heights are reached in every dimension of material, political, cultural and ethical, social, and ecological advancement.
     -- Modernization of China's system and capacity for governance is achieved.
     -- China has become a global leader in terms of composite national strength and international influence.
     -- Common prosperity for everyone is basically achieved.
     -- The Chinese people enjoy happier, safer, and healthier lives.

The Chinese nation will become a proud and active member of the community of nations, said Xi.

The congress, China's most significant political meeting in five years, came at "the decisive stage in building a moderately prosperous society in all respects and at a critical moment as socialism with Chinese characteristics has entered a new era." 

Xi vows resolve, ability to defeat "Taiwan independence"

Xi Jinping said Wednesday the Communist Party of China (CPC) has the resolve, confidence and ability to defeat separatist attempts for "Taiwan independence" in any form.

The CPC stands firm in safeguarding China's sovereignty and territorial integrity, and will never allow the historical tragedy of national division to repeat itself, Xi said while delivering a report at the opening session of the 19th CPC National Congress.

"We will never allow anyone, any organization, or any political party, at any time or in any form, to separate any part of Chinese territory from China," he said.

"Recognize the historical fact of the 1992 Consensus and that the two sides both belong to one China, and then our two sides can conduct dialogue to address through discussion the concerns of the people of both sides, and no political party or group in Taiwan will have any difficulty conducting exchanges with the mainland," he said.

The 1992 Consensus embodies the one-China principle and defines the fundamental nature of cross-Straits relations.

"We ... are ready to share development opportunities on the mainland with our Taiwan compatriots first," he said.

"We will ensure that over time, people from Taiwan will enjoy the same treatment as local people when they pursue their studies, start businesses, seek jobs, or live on the mainland, thus improving the wellbeing of Taiwan compatriots," he said.

People from both sides are encouraged to work together to promote Chinese culture and forge closer bonds between them, he said. 

China to build world-class armed forces by mid-21st century: Xi

Xi Jinping said Wednesday the Communist Party of China (CPC) will strive to fully transform the people's armed forces into world-class military by the mid-21st century.

By the year 2020, mechanization will be basically achieved, with IT application coming a long way and strategic capabilities seeing a big improvement. The modernization of the national defense and armed forces should be basically completed by 2035, Xi said at the opening session of the 19th CPC National Congress.

The CPC will build a powerful and modernized army, navy, air force, rocket force, and strategic support force, develop strong and efficient joint operations commanding institutions for theater commands, and create a modern combat system with distinctive Chinese characteristics, he said.

"A military is built to fight," he said, stressing combat capability as the criterion to meet.

Technology is the core combat capability, he said, adding the people's military will be made more innovative.

The CPC will speed up development of intelligent military, and improve combat capabilities for joint operations based on network information system and the ability to fight under multi-dimensional conditions.

Founded in 1927, the People's Liberation Army now commands about two million service personnel. Since the 18th CPC National Congress in 2012, the CPC has put forward the goal of building a strong military that follows the Party, fights to win and forges exemplary conduct.

A new military structure has been established with the Central Military Commission exercising overall leadership, the theater commands responsible for military operations, and the services focusing on developing capabilities.

The military has carried out major missions related to the protection of maritime rights, countering terrorism, maintaining stability, disaster rescue and relief, international peacekeeping, escort services in the Gulf of Aden, and humanitarian assistance. 

CPC incorporates "Beautiful China" into two-stage development plan

The Communist Party of China (CPC) has incorporated "Beautiful China" into its two-stage development plan for building a great modern socialist country by mid-21st century, Xi Jinping said Wednesday at the opening of the 19th CPC National Congress.

The CPC will strive for the basic realization of socialist modernization by 2035 and developing China into "a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful" by mid-21st century, he said while delivering a report.

The goal of building a Beautiful China being basically attained was listed by Xi as one of the goals which will have been met by 2035.

"The modernization that we pursue is one characterized by harmonious coexistence between man and nature," he said.

"In addition to creating more material and cultural wealth to meet people's ever-increasing needs for a better life, we need also to provide more quality ecological goods to meet people's ever-growing demands for a beautiful environment," Xi said. 

Xi calls for furthering SOE reform

Xi Jinping called Wednesday for furthering reform of state-owned enterprises (SOEs) and making them "stronger, better and bigger."

Xi made the remarks in a report to the 19th National Congress of the Communist Party of China (CPC) at the Great Hall of the People in central Beijing.

"We will further reform of SOEs, develop mixed-ownership economic entities, and turn Chinese enterprises into world-class, globally competitive firms," Xi said.

He urged more efforts to improve the systems for managing different types of state assets, and reform the system of authorized operation of state capital.

"In the state-owned sector, we will step up improved distribution, structural adjustment, and strategic reorganization," he said.

Vowing to take effective measures to prevent the loss of state assets, the CPC will also work to ensure state assets "maintain and increase" their value," and support state capital in "becoming stronger, doing better, and growing bigger," Xi said. 

CPC rolls out Thought on Socialism with Chinese Characteristics for a New Era

The Communist Party of China (CPC) rolled out the Thought on Socialism with Chinese Characteristics for a New Era at the opening session of its 19th national congress Wednesday.

Xi defined the components of the thought while delivering a report at the opening session of the congress, China's most significant political event in five years.

The Party has been guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Theory of Three Represents, and the Scientific Outlook on Development.

The CPC has adopted an entirely new perspective to deepen its understanding of the laws that underlie governance by the Communist Party, the development of socialism, and the evolution of human society, Xi said.

The Party has undertaken theoretical explorations and achieved major theoretical innovations, "ultimately giving shape to the Thought on Socialism with Chinese Characteristics for a New Era," he said. 

CPC opens 19th national congress as China enters 'new era'

The 19th National Congress of the Communist Party of China (CPC) opened Wednesday as socialism with Chinese characteristics enters a "new era."

Xi Jinping is delivering a report titled "Secure a decisive victory in building a moderately prosperous society in all respects and strive for the great success of socialism with Chinese characteristics for a new era."

The theme of the congress is to "Remain true to our original aspiration and keep our mission firmly in mind, hold high the banner of socialism with Chinese characteristics, secure a decisive victory in building a moderately prosperous society in all respects, strive for the great success of socialism with Chinese characteristics for a new era, and work tirelessly to realize the Chinese Dream of national rejuvenation."

"The original aspiration and the mission of Chinese Communists is to seek happiness for the Chinese people and rejuvenation for the Chinese nation," Xi said.

Socialism with Chinese characteristics enters new era: Xi

Socialism with Chinese characteristics has entered a new era, Xi Jinping said Wednesday at the opening session of the 19th National Congress of the Communist Party of China (CPC).

"We will unite the Chinese people of all ethnic groups and lead them to a decisive victory in building a moderately prosperous society in all respects and in the drive to secure the success of socialism with Chinese characteristics for a new era," he said while delivering a report.
